I am afraid that there is no mechanism in place that can force the user to click the hyperlink and read the agreement text before they select the checkbox.
Perhaps what might help in this case would be to leave a note on the form to let your users know that they must read the terms of service before agreeing to it.
You can use a Text content or HTML Block field to add this note.
You could also send your users an email with your policies and procedures so at least they can read it at a later time. To do so, simply create a new email from the forms Notifications section, add the Email field from the form in the āSend toā field, and customize the Body section to add the policies.
